Impartiality Policy

ARL Middle East, for audit and certification services based in Alexandria, Egypt, Company was established in 2020, and we are able to work to meet the needs of organizations of all sizes and all types.

The General Manager, Management, Staff, and Sub Contractors of ARL Middle East, are fully committed to:

-Provide all our recent and potential clients with a service that fully meets their requirements.

-Maintain an absolute, proactive, and long-term commitment to client focussed, continual service improvement. Understand the concepts, be familiar with the tools and encourage techniques that enable us to fully integrate client focussed continuous improvement in everything we do.

-ARL Middle East Has formulated an Impartiality committee for ensuring strict adherence to laid down impartiality norms and for reviewing the norms on a time to time basis.

The certification procedure will ensure that all audits and certification decisions are conducted in accordance with the requirements of the ISO 17021 standard. In addition, ARL Middle East is fully committed to ensuring that it fully complies with all EGAC regulations, relevant standards, and all requirements of any regulatory bodies.

ARL Middle East will ensure that a professional service will be offered to clients through the use of trained, experienced, and competent audit and support staff.

ARL Middle East will continually seek to improve the services it offers and will do so through acting upon client’s feedback, regular internal and external audits, reviews of reports, reviews of the staff, management review meetings.

Any client, who feels dissatisfied with any activity of the service provided by ARL Middle East, is encouraged to submit a complaint which will be responded to promptly and thoroughly investigated.

Any client who disagrees with a Certification Decision has the right of appeal which will be put before an independent Appeals Panel, comprising individuals who are not employees of ARL Middle East.


In conducting certification activities ARL Middle East, fully understands the importance of ensuring that the certification Procedure and all audits are conducted in an impartial manner and no conflict of interest exists. To this end checks have been introduced throughout the certification Procedure to identify any potential conflicts of interest and an independent Impartiality Committee has been established to oversee the operations of ARL Middle East, and in particular the certification Procedure.

Quality Policy

ARL Middle East is responsible, through legally enforceable agreements, for the management of all information obtained or created during the performance of certification activities at all levels of its structure, including committees and external bodies or individuals acting on its behalf.

ARL Middle East will inform the client, in advance, of the information it intends to place in the public domain. All other information, except for the information that is made publicly accessible by the client, will be considered confidential. Except as required in the ISO/IEC 17021 standard, information about a particular certified client or individual will not be disclosed to a third party without the written consent of the certified client or individual concerned. When ARL Middle East is required by law or authorized by contractual arrangements (such as with EGAC) to release confidential information, the client or individual concerned will, unless prohibited by law, be notified of the information provided. Information about the client from sources other than the client (e.g. complainant, regulators) will be treated as confidential. Personnel, including any committee members, contractors, personnel of external bodies or individuals acting on ARL Middle East’s behalf, shall keep confidential all information obtained or created during the performance of the certification body’s activities except as required by law.

ARL Middle East has its own processes, equipment, and facilities that ensure the secure handling of confidential information.

Access to Records: All records will be retained in a secure manner, only accessible to authorized staff via either paper records or password-controlled electronic records. Sub-contractors will be limited to accessing information produced by them in conducting an audit. Records will only be made available to organizations who can demonstrate a legitimate (and legal) right to view those records and specifically to Accreditation Bodies.

Confidentiality Declarations: All staff, Sub Contractors, General Managers, and Committee Members will be required to agree to ARL Middle East, confidentiality policy and sign a confidentiality agreement. Sub-contractors will also sign an agreement that also contains the responsibility to maintain confidentiality.

Logo Usage

ARL Middle East declare that its mark shall not be used on a product nor product packaging nor in any other way that may be interpreted as denoting product conformity.

 

ARL Middle East shall not permit its marks to be applied by certified clients to laboratory test, calibration or inspection reports or certificates.

 

The statement shall in no way imply that the product, process or service is certified by this means. The statement shall include reference to:

§  Identification (e.g. brand or name) of the certified client.

§  The type of management system (e.g. quality, environment) and the applicable standard.

§  The certification body issuing the certificate.

 

ARL Middle East require that any of its certified clients:

§  Conforms to the requirements of ARL Middle East when making reference to its certification status in communication media such as the internet, brochures or advertising, or other documents.

§  Does not make or permit any misleading statement regarding its certification.

§  Does not use or permit the use of a certification document or any part thereof in a misleading manner.

§  Upon withdrawal of its certification, discontinues its use of all advertising matter that contains a reference to certification.

§  Amends all advertising matter when the scope of certification has been reduced.

§  Does not allow reference to its management system certification to be used in such a way as to imply that ARL Middle East certifies a product (including service) or process.

§  Does not imply that the certification applies to activities and sites that are outside the scope of certification.

§  Does not use its certification in such a manner that would bring the ARL Middle East and/or certification system into disrepute and lose public trust.

ARL Middle East will exercise proper control of ownership and shall take action to deal with incorrect references to certification status or misleading use of certification documents, marks or audit reports.
